释义	维新原作是新、乃新解。《诗·大雅·文王》：“周虽旧邦，其命维新。”后指自上而下变旧法、行新政，改革政治体制之行动。清光绪戊戌间，康有为等倡言变法，即与“维新”并提。其于《以变法定国是折》中，明确要求光绪皇帝：“采万国之良规，行宪法之公议，御门誓众，决定国是，以变法维新，为行政方针。”意在劝说清廷变君主专制政体为君主立宪政体。
